Julie R. Woodard, SPHR


Originally from northern New Jersey, Julie is a results-oriented professional with over 22 years of human resources management experience from the private and public sectors. Her human capital management experience spans from start-ups to established organizations. She has held Human Resources leadership positions in small and Fortune 500 companies including the technology, call center, distribution, banking/finance, and private security industries. As a consultant, Julie's clients include law offices, home healthcare practices, construction, funeral homes, non-profits, property management, the local zoo, insurance franchisees, and towing recovery services to name a few!

Prior to launching her award-winning HR consulting practice, Julie was the Director of Human Resources for Issuetrak, a software development company. Julie was entrusted with overseeing overall HR operations to include talent management, retention strategies, and leadership development and training of the firm. Julie's experience also includes serving as the Vice President of Corporate Human Resources at Atlantic Bay Mortgage Group, a multi-site mortgage lending company. Working with line management to facilitate the restructuring and growth of an innovative and progressive company with over 60 locations, she directed the management development, staffing, performance, compensation, and employee relations functions.

In addition, Julie’s human resources expertise includes employee relations management, environmental health and safety, talent acquisition, performance management, and policy development in complex matrix environments. She has served as management’s representative in EEOC claims in addition to serving as a former Board of Director under the Voluntary Protection Program, an arm of the Department of Labor and Industry. Throughout her career, Julie has been involved with several HR information systems (HRIS) conversions. She also has extensive experience with conflict resolution processes, mediation and successfully representing clients at unemployment hearings.

Julie is a member of the Society for Human Resources Management, HRBOR, Southside Women's Network, and BizConnect. Julie's experience includes serving as a distinguished guest speaker at regional and national safety and HR conferences as well as regularly presenting business seminars and workshops in the Coastal Virginia area.

For five consecutive years (2017-2021), Woodard & Associates won 1st place (Gold) in the CoVa Business Magazine as Best HR Firm in Coastal Virginia! W & A also placed as Gold winner in Best Professional Development Workshop for four consecutive years (2018-2021). In 2020 and 2021, Julie received the honorary Business Person of the Year award among the small business owner’s community. Earlier in 2019, Woodard & Associates placed Gold in the Reader's Choice Awards via Coastal Virginia Magazine. In past years, W & A Gold as Best Seasoned Pro in Coastal Virginia Business magazine’s contest.

At Woodard & Associates, we believe that giving back to the community is an honor and a privilege. Julie's civic duty includes having served as the Vice President of the Hampton Roads Hispanic Chamber of Commerce board of directors. Julie is an active contributor to Feed the Cause, a community-based charitable effort that feeds the homeless in Hampton Roads. As a supporter of Virginia Beach's workforce development, Julie actively volunteers as a Career Coach and Resume expert with the Virginia Beach Public Library. Julie’s philanthropic activities also involve supporting single mothers and career readiness initiatives in the local area.

Julie is a graduate of Kean University and has held a Senior Professional in HR certification (SPHR) for well over 18 years. She is also fluently bilingual in English and Spanish.

Woodard & Associates, LLC is a certified SWaM business in the state of Virginia. Julie's experience includes working with government contractors in the construction industry.

Outside of work, Julie enjoys spending time with her loving husband, William. In her spare time, Julie enjoys reading, boating, playing board games, mentoring recent graduates, and traveling.

Lindsay Silverman, PHR

Human Resources Consultant

Recently returning home to the Hampton Roads area after five years in Tampa Bay, Lindsay is an HR strategist and relationship builder who prides herself on becoming a true partner to her clients by getting to know their business as if it were her own. She relies on data to help her clients find opportunities to improve processes and make HR operations easy. She has over twelve years of professional HR experience in recruitment and retention, hiring manager training, internship development programs and HR operational risk management and audits.

A career changer from the hospitality industry since 2000, Lindsay managed front line customer service operations in some of Hampton's highest volume, independently-owned restaurants, which to this day are still in operation. In 2008, Lindsay saw an opportunity to enter the HR field so that she could help other small businesses better support employee's wellness, morale and personal development. A looming economy in that time presented many challenges, so Lindsay focused her sales and customer service efforts towards the recruiting side of HR and has been recognized as a strategic and creative talent acquisition specialist ever since.

Lindsay began her career as a direct-hire search consultant supporting our local transitioning military community and finding them rewarding roles in the private engineering and manufacturing industry. Her proven search expertise brought her to the corporate recruiting realm of the financial services industry at PRA Group in Norfolk, and then to Raymond James Financial in St. Petersburg, FL where she was a key member of their world-class recruiting team and in turn was promoted to establish the company's HR risk management framework. Lindsay has maintained ties to the military community by serving on multiple in-house veteran Diversity and Inclusion networks and launched Raymond James' first ever Military Spouse Employment Partnership recruiting and retention program, and is passionate about guiding more businesses to implement similar programs that support our families who serve.

Lindsay is a graduate of Arizona State University's school of Fine Art and the University of Maryland Global Campus where she earned her degree in Human Resources Management. She has held her Professional in Human Resources (PHR) since 2010 and is eager to rejoin the local HR networking community.

In her free time, Lindsay enjoys outdoor activities from paddleboarding on the Bay, to hiking and canoeing in the Shenandoah Valley with her teenage daughter and their beloved Jack Russsel, Dot.

Madison Prose

Marketing Specialist

As of May 2020, Madison Prose is a graduate of James Madison University with a degree in Media Arts and Design and a minor in Creative Writing. Madison is a professional content creator well-versed in media production and writing from both a technical and creative perspective. Her specialty lies in user interface design with a strong knowledge of visual theory. She takes pride in her ability to work in fast-paced and inventive environments and loves having opportunities to translate conceptual ideas into visual mediums.

Before joining Woodard & Associates, LLC, Madison created promotional and outreach content for James Madison University’s official marching band—the Marching Royal Dukes—from August 2018 to May 2020. Her duties included capturing photos and videos of public events, editing media content for professional use, writing and planning PR pieces, and managing multiple online social media accounts.

During college, she helped support herself through freelance work focused on a wide range of writing services. Madison provided various online clients with copywork, compelling creative narratives, publicity projects, and content editing services.

Madison would describe herself as someone with a passion for pursuing creative endeavors. In her free time, she enjoys reading and writing fiction, playing board games, and cuddling with her cat, Oliver.

Devyn Asercion

HR Intern

Devyn is a thriving senior majoring in Business Management and minoring in Communications at Old Dominion University. She is from Virginia Beach and plans to earn her MBA in Leadership following her graduation from ODU. 

Devyn recently won HR Virginia's Fall 2020 Student Competition at ODU. The presentation entitled, "Downsizing", was a strategic and informative session focused on why taking care of employees (both those exiting the organization and remaining) in the middle of a downsizing is key to supporting long-term success of the organization and it's employees well-being. Devyn, and her ODU team, have been invited to present at the 2021 HR Virginia Annual Conference as concurrent speakers.

Devyn assists with recruiting, background checks, employee verifications, unemployment claims, and HR compliance projects.
